I'm 5ft7 pretty short i can only fit right on my dt at standard. I'd say my old bike HONDA MTX125 was pretty small! it was also a speed machine! i got 80mph out of it & it was really good for corners you could chuck it around like a happy meal toy! brilliant for enduro jumps & insane for wheelies.. i didn't even have to use the clutch to do a wheelie!!!
They're cheep aswell & sturdy as hell engine wise!!!
If i didn't **** my spine shaft up on mine i would have kept it!
But if you're talking a really easy going small bike that does 65mph to 75mph then i'd go for the honda rebel! they're soooooooo lush proper cruiser bikes & easy to ride!

Has this bike your mate wants got to be a two stroke? if not get him to have a look at the Rieju 125 sm or mx,
it has a Yamaha TR125 engine as standard, same frame as the Rieju50, so smallish frame, very reliable bikes nippy too for a 4t, I got rid of one last year, nice bikes.

CBR125. They are very low seat height and should be no problem for a guy 5'4". They look half decent, cheap to run, not exactly quick but not ridiculously slow and so long as he's NOT interested in any off road shennanigens it should do the job for him.
Don't like the look of that Reiju, don't know why - just looks a bit chinese pit-bike to me?
