The energy required to charge the battery enough to suck more air in would cancel itself out. Do to external forces it would be counter productive. It would take more energy to refill the tank than it does generating it.
It''s basic physics. There is no so thing as perpetual energy! You cannot get something for nothing.

although i thought if they attatched a genrator to it they could charge a battery which could fill the air tank which would give unlimited power mileage
Damn good idea I reckon, 2 mins to re-fill the air tank compared to 5 hours charging a battery for an electric bike, I see TATA the indian car company are developing a 4 wheeled version which I can see doing better mind, as theres more room in a car to add a compressor somewhere, so if it had two switchable air tanks, one tank could be getting re-filled, whilst using the other to drive the car, swapping over when one becomes empty.
its much more of a goer than the electric,like you say. plus everyone with a compresser could be a garage and this is the type of generator i was thinking of cal.
