The bearing outer race can be tapped in with a suitable drift,
This is the kit I used, very well priced cause I checked the codes on simply bearings. This kit comes with two bearings for top and bottom If you want to do it properly
If you do the the bottom one DIY you will need a dremmel to cut the old inner race off the stem and you will need a vice and some wood to tap the new one on with the yoke inverted so you hit it on to the collar if you get me, also I had a hard job getting the lower outer race out the frame because of corrosion.
The bottom bearing is certainly imo one of the hardest jobs to do DIY on the bike without proper tools, but it definatly can be done.
The top one is a simple job though.
