Youve pretty much done every chavvy mod you could find havent you lol, atleast you haven't cut the 'restrictor' from the intake manifold.

If you have a powervalve servo reconnect it up(make sure you set it up properly), put back in your snorkel to the airbox, drop the main jet to about a 220, and make sure your front pipe is deffinatly derestricted.

when everything is working fine you should expect it to top at about 10k in gear six, or about 10.5k in most other gears, but tbh the power band(on my bike) is dead by 9.5k.

that might be your problem right there, from personal experience i wouldnt go lower than a 210.

what year is yours? i think the old 88' models had a different carb so it might be abit different.

and put your airbox snorkel back in! when you say wont go past 9k, do you mean in every gear? anychance it was imported from germany or similar?

so youve not got the standard flatside carb fitted?

If thats the case then it most likely just hasnt been setup properly, you gonna have to experiment with jets and airflow.

May sound silly but would earthing the wire behind the speedo make a difference here? Unless it's already been done.

On a 2003 model there isn't a wire to earth out as such, it's got a reedswitch in a long grey/white box behind the speedo. And to my knowledge that shouldn't be cut or earthed out. The reedswitch should just be pulled out (Not by disconnecting the wires) and covered in waterproof tape to prevent any water getting into it. If unsure just go to the main site and check the de-restriction guide for the same year model as yours.

even still it wouldnt cut the revs in all gears only gear 6, unless its from germany ofcourse as they have some very strict laws.

sounds like your exhaust system is blocking it mate, have you checked that your front pipe is gutted? try removing it and sticking a metal coat hanger around the loop at engine side of exhaust, if it gets stuck then its not a derestricted pipe as you will be hitting the internals that need to be removed also check the sleeve at this side is removed and that the exhaust you have is from a early model as these are the only exhaust you can derestrict as standard the more modern ones dont allow you too, failing that borrow a dep pipe off some1 for a minute

You can de-restrict the new model exhaust?!
Take the cat out.
