sorry im just trying to understand whats going on, so the pads arnt even touching the wheel but the wheel is really stiff to turn?
what your chain like is it really tight?
what are your wheel bearing like ? does the wheel have side to side movement? If so youll need new wheel bearings.
Also grease your spindle/axle up.

I think i have found the problem the rear caliper is seized on to small bar which the calipere slides on to you can lift the caliper up and down off the disc to get to the pads but i can't take the caliper off and its off centre so when you put the caliper back over the disc its forcing the back pad on to the disc causing it to rub any ideas how to unseize the caliper thanksconfuse.gifconfuse.gif
