front spindle/fork query...

right guys, im having a problem with my front spindle/axle on my forks..

I've put the wheel in place, put the little cover on the right fork with the arrow facing up, put spindle through with all the spacers in the correct place etc and started tightening up, once it tightens in the left fork thread, it starts pushing the right fork out slightly and not gripping in place and if i keep tightening, the end of the spindle starts to dissapear behind the cover...

am i doing something wrong?? i've checked with the haynes (pg 115/116) and seem to be doing everything correctly....

thanks in advance..
