think the needle valve becomes warn over time so you can replace them and sure there is a pdf some where on how to set floats .

you say got to carb tuck it of and pow petrol everywhere ??? was the petrol overflowing with carb inplace or did it just come out after you removed or tiltrd it ?
as the carb will hold a good amount of fuel in float chamber and tilting or tipping carb it will come out

the float will have fuel in it fella, if you didnt drain it before removing it itl piss out some fuel, if it is flooding you may have the float needle stuck, or sticking or damaged, simple to pop out and clean

They get stuck real easy ,just give the carb a tap lightly as you turn the fuel on the next few times and it will free up
