Can't get bearings correctly set up

Starting to frustrate me now

 

Just putting the bike back together, didn't do nut on top of the bearings tight enough so had a bit of play when breaking, about 2mm of movement

 

Did it tighter and it was impossible to ride steering was far to stiff, now been trying all morning to try and do it tight enough so that the steering is still easy to ride and there is no movement when you apply the front brake - seems that I can't it's either one or the other?

 

Following the exact same diagram here, races either side of the bearings I can't see what I'm doing wrong

Never mind, stripped down for the fourth time and re assembled it it seems to be alright now

It was getting to the point where I wanted to ride it into a swimming pool or off a cliff!
