How to blur number plates in video?

So I've got some footage from November time when I met oG Logic and his mate on his WR. I want the plates blurred out? What program do I need or how do I do it?

I mean on a video, I know how to blur images. I wondered how to edit the video to blur the plates throughout the video. I've looked on google and found some results so just brought Roxio Creator to have a bash at it.

sounds good, ill bring my gopro out tomorrow and get some footage, but its always the way that if i bring my gopro out nothing interesting happens.. haha

It's a blur effect in any editing software, you change the size and amount. If you want it to move with the plate (tracking) then it gets tricky

haha yeah it's moving that's the problem. Im behind most of the way too so.. I'll give it a go with Roxio if not I'll give it to someone else to master haha

its a pain in the bottom and takes its time when i meet up with premisis i had to blur his plate and it takes time and patients

windows movie maker can some time be ok to split and remove sections of film that realy shows the plates
