Push the front brake in and rock the bike back and forth.

Is it the headstock?

Does the bearing housing nut need tightening up?

Are the spacers fitted properly. Anyway to raise the front wheel and give it a spin. Are the yokes tightened up properly?

Yeah just becuase they haven't been touched doesn't mean it cannot come loose.

My advice is to spend 1 hour. Strip the front fairing off. Reveal the yokes ans have a look. Real easy job. And anything obvious will be highlighted.
