Ok, if it runs when you pour petrol in through the plug hole then it must be a carb problem. First, remove the hose from the tank to the pipe and make sure petrol is coming out of the tank as the filter sometimes get blocked. If that proves ok, remove the carb, strip it down and give it a good clean, making sure the two jets are clear. While its apart, check that the needle is on the middle clip. Not that important at this stage but might as well do a check while its apart. Remove the choke assembly and make sure the seals are ok. Again, while its apart, check the reed valve for general condition. Before you put the float bowl back on, hold the carb next to the engine, reconnect the fuel hose and make sure fuel enters the carb until you lift the 2 black floats. Put it back together and try again. Dont worry too much about any other carb settings at this stage as it should at least fire regardless of jet sizes/mixture screw settings etc etc.   Just got to focus on absolute basics at the moment, get it firing then move on to more technical things. Good luck and hope this helps.
