Ive just got hold of a frame does anyone know where I can check if a frame is an Insurance cat right off or if the bike was once stolen as all I have is 17 digit vin number they are in the right place and don`t look iffy. Gear shifter?

I brought some Wulf Motocross boots and I can't reach the gear shifter because it's too near the foot peg and the boots have a high toe cap profile. I tried rotating the shifter up but the engine casing is in the way so I can't shift up a gear. Anyone else countered a problem like this?
